自福州市物价局公布房价成本清单以来,房价成本公开的问题引起了社会广泛的争论。在这场争论的背后应该是关于我国的房价收入比是否合理、房价成本是否属商业秘密、地价与房价的关系、房价成本公开来自于地方政府阻力的原因以及房价成本视角下的垄断与暴利等认识问题。针对这些问题,作者提出了政策性建议:(1)尽快建立科学的房地产开发项目成本测算体系与监测公开制度;(2)建立和进一步完善商品住宅价格备案和监测制度;(3)进一步严格和完善商品房预售许可制度;(4)尽快建立房价合理性认证和社会公开评价体系,积极开展房价诚信活动。
