2000年6月4日,山西省第一家县级生殖保健服务中心——祁县生殖保健服务中心正式成立。国家计生委党组成员、科技司司长赵白鸽,国家计生委药具发展中心主任赵玉祥发来了贺电;省计生委朱明媚副主任专程到会祝贺,并对新成立的祁县生殖保健服务中心提出了希望:一是要不断增加宗旨观念,牢固树立以人为本、以人的全面发展为中心的原则;二是要加大培训力度,不断提高技术服务人员的整体素质;三是要加强管理,规范服务,提高服务质量,为群众提供优质的服务;四是要加大协调力度,尤其是要与卫生部门密切配合,
