文章采用演化博弈的方法从＂效能-情绪＂的角度对于集体行动中参与人的行为进行分析。分析表明响应者搭便车的收益对于其参与集体行动的积极性有重要影响;政府奖励机制对集体行动的组织者比较适用,惩罚机制对于集体行动的响应者更有效果;并且不同类型的参与人群对于政府治理机制有不同的敏感度。
