经过两年多的治理整顿,物价上涨幅度明显回落,通货膨胀得到控制,工业生产逐步回升,市场形势继续好转,农业生产连续两年获得丰收,今年虽遭受严重自然灾害,但仍可获得较好收成。整个经济形势正在向好的方向发展,促进了政治、社会的稳定。同时,不必须看到,多年积累下来的体制缺陷、结构性失衡等深层次的矛盾尚未解决,经济形势还存在着十分严峻的一面。突出表现是经济效益下降的趋势尚未扭转,产品积压仍然比较严重,财政赤字扩大形势依然。本文拟对这些问题产生的原因以及采取的对策谈点看法。
