2015年11月25日,农业部、国家发展改革委、国家民委、民政部、国家林业局、国务院扶贫办联合印发通知,启动实施开发农业农村资源支持农民工等人员返乡创业行动计划,从2015年11月至2020年12月分为动员部署、全面实施、深入推进三个阶段实施。为推进计划顺利实施,将重点采取五项措施,一是认真落实返乡创业扶持政策,二是鼓励开发返乡创业
