为了探索我国应急救援组织指挥体系与美国的应急指挥系统(ICS)存在的差异,本文分别研究了美国ICS的发展历史、组织结构、特点和我国消防组织指挥体系的结构与特点,在此基础之上对两国的消防组织指挥体系进行了比较分析。指出了我国消防组织指挥体系发展还很不完善,在组织指挥体系的整体建设、组织扩展的理念、法律地位和应用推广等方面还存在许多不足,难以满足我国日益增长的突发事件应急处置的需求。改善这些不足将是构建我国统一规范的组织指挥体系的突破口和落脚点。
In order to explore the difference between the emergency command system (ICS) of the emergency rescue organization in China and the United States, this paper separately studies the development history, organizational structure and characteristics of the U.S. ICS and the structure and characteristics of the command structure of the fire service organization in China.
