1959年上半年,在哈尔滨市汽車运輸企业中,开展了以“安全、节約、車吨月产万吨公里”为中心的紅旗竞赛活动,从而全面的推行了汽車列車化、双班作业、合理的增載、加强調度、改进装卸工具等一系列工作,对保証完成运輸任务,緩和运輸紧张局势都起了很大作用。从上半年市运輸公司完成計划来看,运輸量完成計划的113.52%,占全年計划的52.08%;运輸周轉量完成計划的117.24%,占全年計划的55.54%。在安全生产上,从运动开展以来沒有发生重大伤亡事故,节約汽油、柴油35,747公斤,从而使运輸成本比計划降低了22.5%;比去年同期降低45.2%,第二季度单位成本比第一季度降低了45.3%。达到車吨月产万吨公里指标的車輛是逐月增加的,由三月份44台到六月末升到51台,
