于1993年,香港政府成立雇员再培训局,专责30岁以上,面临失业,或须转业的香港永久居民的再培训事宜,以解决本港失业日益严重的问题。借着本港社团、教育团体的努力耕耘,颇有成效。而符合资格报读的市民,亦乐於把握这难得机会,争取进修,以求改善人生。这针对失业而产生的可称困难教育;而涉及工人训练也可称劳工教育;而为改善市民文化水平的也可称文化教育;总之,不论何种称呼,都是成人教育的一个环节,是针对人力资源发展,促进社会发展的教育。但这事在香港一直受
In 1993, the Hong Kong Government set up the Employees Retraining Board to oversee the retraining of Hong Kong permanent residents who have been unemployed or have to resign over the age of 30 to solve the growing unemployment problem in Hong Kong. Thanks to the hard work of our community and education organizations, we have been very successful. Eligible members of the public are also willing to take this rare opportunity to pursue further studies in order to improve their life. This can be regarded as a form of unemployment education, which can be called difficult education. Labor training can also be referred to as labor education.
