制度泛指以规则或运作模式来规范个体行动的一种社会结构,制度也是某一领域的制度体系,如我们通常所说的经济制度、政治制度、法律制度和文化制度等。一个和谐的社会必然拥有完善的各项制度,而制度建设也是构建和谐社会的基础。笔者从法律制度、司法体制、行政及公共经济方面的制度或体制入手,分析了建设和谐制度与构建和谐社会的关系及重要意义,提出了一些思考和建议。

Institution is also an institutional system in a certain field, such as the economic system, political system, legal system and cultural system that we usually refer to. A harmonious society must have perfect systems, and system construction is also the basis for building a harmonious society.
