服务型政府是以民为本、为民服务的政府,建立服务型政府是推进国家治理体系和治理能力现代化的本质要求,也是顺应历史发展潮流的必然选择。服务与治理在内涵上高度一致,治理意味着国家—社会的二元互动,而非单方向的统治,这就要求政府在国家政治生活中要履行好服务职责。服务型政府的构建必须依靠法律法规作为有力支撑和运行规范,实现服务型政府良性发展。
Service-oriented government is a government based on people and serving the people. Establishing a service-oriented government is the essential requirement to promote the modernization of state governance system and governance capacity. It is also an inevitable choice to conform to the trend of historical development. The connotation of service and governance is highly consistent. Governance means the dual interaction of state and society rather than unidirectional rule, which requires the government to fulfill its service responsibilities in the political life of the country. The construction of service-oriented government must rely on laws and regulations as a strong support and operation of norms to achieve the sound development of service-oriented government.
