乡镇卫生院作为国家三级医疗卫生网络中农村卫生工作的基础,随着国家深化医药卫生体制改革的不断深入,逐步呈现出诸多与新医改不相适应的问题。不问从乡镇卫生院管理层面剖析了存在问题的根源,并尝试性提出在卫生院管理方面应向企业学习柔性管理模式,强化以人为本,建立长效管理机制,实现卫生院社会效益和经济效益最大化,逐步达到国家医改目标。
