改革开放以来,中国的综合国力不断增强,国际地位显著上升。中国领导人近年来提出“构建人类命运共同体”“改革和完善全球治理体系”等理念,力求为解决全球性问题贡献中国智慧,提供“中国方案”。要在国际层面实现上述目标,就必须在全球范围内加强国家间的相互理解,增强互信与合作。国际组织,尤其是具有强大影响力的国际组织作为重要的多边机构,为中国践行上述理念提供了宽阔的世界舞台。然而,目前在国际组织就职的中国籍职员,无论在数量上还是级别上,都有待提高。因此,国家和社会需要不断培养能够胜任国际组织工作的高端人才。但是,何为
