大庆瑞好风力发电场工程位于黑龙江省大庆市巴彦查干乡境内。2007年11月开工,2010年10月通过黑龙江省水利厅的水土保持设施竣工验收。结合建设类项目水土流失防治标准,按照层次分析法对其水土流失防治措施效果做出定量评价。以林草覆盖率、林草植被恢复率、拦渣率、土壤流失控制比、水土流失总治理度和扰动土地整治率等6项指标,构建水土流失防治措施效果评价的指标体系,采用均值化方法对评价指标进行无量纲化处理,运用模糊层次分析法计算各评价指标权重,最终通过综合评价指数对水土流失防治措施效果做出定量评价。结果表明,大庆瑞好风力发电场工程水土流失防治措施效果处于评价等级的优良等级。
Daqing Ruihao wind farm project is located in Daqing City, Heilongjiang Province Bayan Chagan Township territory. Started in November 2007, in October 2010 through the Heilongjiang Provincial Department of Water Resources Soil and Water Conservation facilities completed and acceptance. Combined with the prevention and control standard of soil and water loss of construction projects, quantitative evaluation is made on the effect of soil and water loss prevention and control measures according to the analytic hierarchy process. The index system of evaluating the effect of soil and water loss prevention and control measures was set up based on 6 indicators including the coverage of forest and grassland, restoration rate of forest and grass vegetation, control rate of soil erosion, total control of soil erosion and disturbance of land remediation rate. Methods Dimensionless the evaluation indexes, calculate the weight of each index by fuzzy analytic hierarchy process, and finally make a quantitative evaluation of the effect of soil and water loss prevention and cure measures by the comprehensive evaluation index. The results show that the effect of prevention and control measures for soil and water loss in Ruihao wind farm in Daqing is at an excellent level of evaluation level.
