党的十八届三中全会提出“推广政府购买公共服务,凡属事务性管理服务,原则上都要引入竞争机制,通过合同、委托等方式向社会购买”。这是政府购买公共服务运用于保障性住房供给领域的理论依据和政策依据。从发达国家保障性住房供给经验看,政府购买也是保障居民住房权的重要模式之一。我国应从立法、培育非营利机构和强化金融支持等方面进行改革尝试,通过政府购买公共服务拓展保障性住房供应来源,更好地改善和服务民生,让广大人民群众充分享受改革的成果。
The Third Plenary Session of the 18th CPC Central Committee proposed that “the promotion of government procurement of public services, which are all business management services, should in principle be introduced into the competition mechanism and be purchased from the society through contracts, commissions and other means.” This is the government to buy public services used in the field of affordable housing, the theoretical basis and policy basis. From the experience of developed countries in the supply of affordable housing, the government purchases are also one of the important modes to protect the residents’ housing rights. China should make attempts to reform legislation, nurture non-profit institutions and strengthen financial support. Through government purchases of public services, we should expand the sources of affordable housing supply so as to better improve people’s livelihood and make the people fully enjoy the fruits of the reform.
