Among them, the first phase of the negotiation is conducted under the conditions that the offensive strategic nuclear forces of the United States and the Soviet Union both have great development, generally balanced, and may have long-term stalemate. The main topic of this phase is an attempt to freeze the offensive and defensive strategic missiles. After nearly three years of negotiations, the two sides reached such agreements as the “Provisional Agreement between the United States and the Soviet Union on Certain Measures to Limit Offensive Strategic Arms” and the “U.S.-Soviet Treaty on the Limitation of an Anti-Ballistic Missile System,” thus setting the stage for the second phase of the negotiation basis.
