冷战期间,美苏限制战略武器会谈共分两个阶段。其中,第一阶段谈判是在美苏两国进攻性战略核力量均有很大发展,大体均衡并可能长期相持的情况下进行的。该阶段的主要议题是试图对进攻性和防御性战略导弹实施冻结。经过近3年的谈判,双方达成了《美苏限制进攻性战略武器的某些措施的临时协定》和《美苏关于限制反弹道导弹系统条约》等协议,从而为进行第二阶段谈判奠定了基础。
During the Cold War, the talks on U.S.-Soviet restrictions on strategic arms were divided into two phases. Among them, the first phase of the negotiation is conducted under the conditions that the offensive strategic nuclear forces of the United States and the Soviet Union both have great development, generally balanced, and may have long-term stalemate. The main topic of this phase is an attempt to freeze the offensive and defensive strategic missiles. After nearly three years of negotiations, the two sides reached such agreements as the “Provisional Agreement between the United States and the Soviet Union on Certain Measures to Limit Offensive Strategic Arms” and the “U.S.-Soviet Treaty on the Limitation of an Anti-Ballistic Missile System,” thus setting the stage for the second phase of the negotiation basis.
