近年来中美贸易失衡加剧,特朗普政府的贸易保护主义倾向更加重了中美贸易的紧张关系。本文通过对20世纪80年代美日贸易冲突的分析,探讨了中美贸易关系和美日贸易关系的异同点,对特朗普政府可能采用的贸易保护措施进行了可行性分析。本文认为,特朗普政府最可能采取的贸易措施包括:修改相关规则并强化使用反倾销/反补贴/反规避措施,加强美国外国投资委员会对中资的审核,以及启动337条款与201条款。 In recent years, Sino-U.S. Trade imbalances have intensified. The trade protectionist tendencies of the Trump administration have further aggravated the tension in Sino-U.S. Trade. By analyzing the trade conflicts between the United States and Japan in the 1980s, this article explores the similarities and differences between the Sino-U.S. Trade relations and the U.S.-Japan trade relations and analyzes the possible trade protection measures adopted by the Trump administration. This paper argues that the trade measures most likely to be taken by the Trump administration include: amending the relevant rules and strengthening the use of anti-dumping / countervailing / anti-circumvention measures; strengthening CBRC’s review of Chinese capital; and launching sections 337 and 201.
