在新的历史条件下,当代中国政府应当树立五大基本行政价值观念,即加强服务行政观念,建立勤政务实、廉洁高效的现代政府;增强行政法治理念,提高执法水平,推进依法行政,加强执法监督;坚持公平行政观念,确保权利公平、竞争公平和分配公平,实现公平与效率、行政程序正义与实质正义的有机统一;此外,政府还要树立行政创新和行政公开观念。
Under the new historical conditions, the contemporary Chinese government should establish five basic administrative values, that is, to strengthen the concept of serving the administration and establish a modern government that is diligent, pragmatic, and clean and efficient.
