党的十八届三中全会通过了《关于全面深化改革若干重大问题的决定》(以下简称《决定》),明确指出,“全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化”。《决定》还指出,全面深化改革要“以促进社会公平正义、增进人民福祉为出发点和落脚点”;要“让发展成果更多公平惠及全体人民”;要“建立更加公平可持续的社会保障制度”。这些重要论断,为我们认识社会保障制度在完善社会主义制度中的重要作用,以及探索如何通过优化社会保障制度来完善社会主义制度提供了理论上的指引。
