社办企业是社会主义集体所有制的经济组织,其发展方针主要是坚持自力更生原则,为农业生产服务,为城乡人民生活服务,为大工业、为出口服务。在新产品的开发上,资金来源主要靠自己积累,主要原(燃)料和产品销售主要靠自己解决,技术力量也靠自已培养。如果我们在设计研制一种新产品时,不根据社办企业这些特点来进行,不仅不能取得良好的经济效果,而且还有使企业倒闭的危险。这一点就我社来说是有教训的。1977年我社办了一个机制瓦厂,投产两年被迫停办。主要原因有以下几个方面: 其一,缺乏对技术力量的考察。当时,我社基本没有机制砖瓦方面的技术人员,主要靠用高工资从外地聘请,其技术也不十分过硬,报废产品甚多。前后两年共生产机砖19.6万块,正品不到75%;机瓦3.1万片,正品不到65%。我们的“正品”,实际上达不到部颁标准。 Social enterprise is an economic organization of socialist collective ownership. Its development policy is mainly to adhere to the principle of self-reliance, serving agricultural production, serving the people of both urban and rural areas, serving large industries, and exporting. In the development of new products, the sources of funds are mainly self-accumulated, and the main original (fuel) materials and product sales are mainly resolved on their own, and the technical forces also rely on self-cultivation. If we are designing and developing a new product, it does not follow the characteristics of the social enterprise. Not only can we not achieve good economic results, but there is also the danger of closing down the enterprise. This point has a lesson for my community. In 1977, our society organized a mechanical tile factory and was shut down after two years of production. The main reasons are as follows: First, there is a lack of investigation of technological forces. At that time, our agency basically did not have the technical personnel involved in the construction of bricks and mortar. It mainly relied on high salaries to hire from outside, and its technology was not very strong. There were many scrapped products. In the two years before and after, a total of 196,000 bricks were produced, of which less than 75% were genuine products; 31,000 were machine tools and less than 65% were genuine. Our “authentic” is in fact not up to the ministerial standard.
