重视人才的发现和使用,抓紧培养和选拔优秀年轻干部,努力造就大批跨世纪担当重任的领导人才,是党中央向全党提出的一项重大而又紧迫的战略任务。近年来,各地在大力培养选拔优秀年轻干部工作方面,做了大量的工作,加强了力度,采取了一系列措施,一大批有文化、懂经济、富有改革创新精神的优秀年轻干部走上了各级领导岗位,为当地的领导班子建设输送了新鲜血液。但是,培养选拔优秀年轻干部工作还不平衡,一些地方的党组织和一部分领导干部,对积极培养、大胆使用年轻干部,在思想上还不够重视,在培养教育的措施上还不够有力,致使一些优秀年轻干部难以被提拔重用。究其原因是多方面的,笔者认为,妨碍年轻干部选拔使用诸因素中最大而又最难克服的因素乃是论资排辈。一、传统的择人标准,是产生论资排辈现象的历史根源传统的择人标准,误导了我们一些领导干部的用人思想,在他们看来,人只有到了一定的年龄,经验和知识才会丰富,能力和水平才会提高,才能担当起领导的重任。因此总觉得年轻同志不可靠,不放心。这样耽误了许多优秀年轻干部
