本文认为 ,四川省眉山地区抓住建立新区的机遇 ,以产权制度改革为突破口 ,彻底放开放活国有中小型企业 ,取得了较好的成效 :(1 )保持了国民经济快速健康的发展 ;(2 )工业结构得到改善 ,企业经济效益明显提高 ;(3)工业经济运行质量明显提高 ;(4)重点技改项目进展顺利 ,经济发展后劲增强 ;(5 )财税稳定增长 ;(6 )基建速度加快 ,城市化水平提高 ;(7)配套改革进展顺利 ,确保了社会稳定。
This paper argues that the Meishan area in Sichuan Province seized the opportunity of establishing a new district and took the reform of the property rights system as the breakthrough point. It completely liberalized the state-owned small and medium-sized enterprises and achieved good results. (1) The rapid and healthy development of the national economy was maintained; (2) the industrial structure has been improved and the economic benefits of enterprises have been significantly improved; (3) the quality of industrial economy has been significantly improved; (4) the key technological reform projects have been progressing smoothly and the economic development stamina has been strengthened; (5) Speed up and raise the level of urbanization; (7) the reform of the auxiliary system is proceeding smoothly and ensure social stability.
