特区非政府组织以其显著的公益性、志愿性、非营利性以及灵活性等特点,能伸入到特区政府在公共危机治理中无法顾及的方面,起到查漏补缺、辅助治理的作用。当前特区政府和非政府组织的协作意愿不强、社会参与主体力量较弱,尚未形成一定规模,特区政府和非政府组织参与主体之间的分工不明确等问题成为公共危机治理中存在的主要问题,今后可以从重视危机治理过程中与特区非政府组织的协调与合作,完善特区非政府组织参与公共危机治理网络,提高特区非政府组织的组织化程度以及通过立法保证特区非政府组织参与的合法化等方面加强特区非政府组织参与公共危机的治理,与特区政府并驾齐驱、各取所长,提高我国特区整体危机治理能力。

We should take their respective advantages and enhance the overall crisis management capability in our SAR.
