我区文学艺术界联合会,在被林彪、“四人帮”一伙干扰破坏而被迫停止活动十三年之后,正式恢复活动,于三月六日至十日,在银川召开了第一届第三次全委扩大会议。自治区党委书记、革委会主任马信同志以及有关部门的负责同志出席了会议。原宁夏文联委员和回、汉、蒙古、维吾尔等族的专业和业余文学艺术工作者及特邀代表共一百二十余人参加了会议。自治区恢复文联筹备组成员、文联副主任、诗人朱红兵同志主持了开幕式。在开幕式上,自治区恢复文联筹备组组长,文联副主任马若同志郑重宣布:根据区党委的决定,宁夏回族自治区文学艺术界联合会正式恢复工作。马若同志在报告中回顾了自治区成立以来文艺工作的情况和所经历的斗争,提出了这次会议的主要任务和今后开展文艺工作的意见。马若同志说:这次会议的主要任务是学习毛主席的文艺思想和周总理《在文艺工作座谈会和故事

At the opening ceremony, Comrade Ma Ruo, leader of the Preparatory Federation for the Resumption of Literary Reform of the Autonomous Region and Deputy Director of Literary Federation, solemnly declared: According to the decision of the district party committee, the Federation of Literary and Art Circles of Ningxia Hui Autonomous Region officially resumed its work. In his report, Comrade Ma Ruo reviewed the situation and the struggles of the literary and art work since the establishment of the autonomous region, put forward the main tasks of the conference and the opinions on conducting literary and art work in the future. Comrade Ma Ruo said: The main task of this meeting is to study Chairman Mao’s literary thoughts and Premier Zhou’s “forums and stories on literary and art work.”
