如何提高当前精神文明建设工作的实效，既是一个重大的实践课题，更是一个复杂的理论课题。笔者认为，把握精神文明建设工作的重要地位，要从认识社会文化转型的特点入手；确定工作重点，要在了解精神文明建设工作对象的变化趋势上下功夫；面对怎样建设精神文明的问题，要运用“制度文明”的观点，处理好“法治”与“德治”的关系；落实到具体实际工作中，则要把“良好人际关系的培育”明确为精神文明建设实践的逻辑起点。
How to improve the effectiveness of the current construction of spiritual civilization is not only a major practical issue but also a complicated theoretical issue. The author believes that to grasp the important position of the construction of spiritual civilization, we should start from recognizing the characteristics of social and cultural transformation. We must make every effort to understand the changing trends of the objects of spiritual civilization construction. In the face of the problem of how to build a spiritual civilization, Applying the concept of “institutional civilization”, we should properly handle the relationship between “rule by law” and “rule of virtue,” and when implementing it in specific practical work, we should clearly define “cultivating a good interpersonal relationship” as the logical starting point for the practice of building spiritual civilization.
