以2002年11月召开的党的十六大为分界线,可以将1988年底以来开始的党代会常任制试点分为两轮:第一轮常任制试点的起止时间是从1988年底到2002年11月党的十六大召开前夕;第二轮常任制试点的起止时间是2002年11月党的十六大召开后到现在。以党的十六大的精神为指导,许多地区掀起了第二轮党代会常任制试点高潮。
Taking the 16th National Party Congress held in November 2002 as the dividing line, we can divide the pilot scheme for the permanent representative conference of the Party congress, which has been in operation since the end of 1988, into two rounds: the first round of permanent system pilot starts and ends from the end of 1988 to 2002 The eve of the 16th National Congress of the Communist Party of China held in November; the starting and ending time of the second round of permanent system pilots was held from November 16, 2002 to the present after the party’s 16th Congress was held. Guided by the spirit of the 16th National Congress of the CPC, many regions set off the culmination of the pilot program of the second party congressional permanent system.
