参与式预算是允许非选举产生的公民参与公共财政的分配决策,以求用“众人之财”更理性地办“众人之事”.参与式预算有五条基本特征和四条原则,我国的先行者温岭参与式预算经过长时间的摸索,取得了很大的成绩,同时为我国很多县市做了很好的榜样,本文结合基本特征和原则分析温岭目前与之的契合程度,同时根据不足提出了一些建议.“,”Participatory budgeting is to allow nonelected citizens to participate in the allocation of public finance decision-making,in order to use “everybody's property” to do “everybody's business” more reasoningly.Participatory budgeting includes five basic characteristics and four principles.Wenling in China has made great achievements as a pioneer in the action of participatory budgeting after a long period of exploration.So it has done a very good example for many counties and cities in our country.This paper analyzes the basic characteristics and principles of Wenling and make comparison with the standard.Meanwhile,it also offer a number of recommendations based on the defect.
