专业社工机构在推进民族地区城乡公共服务均等化的过程中发挥着重要的作用。本文以广西某养老服务中心为典型,对专业社工机构介入民族地区农村养老服务做典型调查,调查显示,专业社工机构存在抗风险能力偏低、政府支持力度不够、社会认可度有待提高等问题。解决这些问题的前提是厘清政府、企业、社会工作机构、个人、社会大众的关系;核心是形成政府支持、民间倡导、社会工作机构主导、社会参与的协作机制;基础是培养专业社会工作人才,促进社会工作本土化、常态化;关键是正确分析民族地区农村公共服务环境,提高公共服务能力和水平;保障是不断推进专业社工机构和民族地区农村公共服务法制建设。
Professional social agencies play an important role in promoting the equalization of urban and rural public services in ethnic areas. In this paper, an elderly service center in Guangxi as a typical case of professional social agencies involved in ethnic care services in rural areas to do a typical survey of elderly in the country, the survey shows that professional social work agencies have low ability to resist risks, government support is not enough, and social recognition needs to be improved. The preconditions for resolving these problems are to clarify the relations between the government, enterprises, social work organizations, individuals and the general public. The core is to form a coordination mechanism of government support, civil advocacy, social work institutions and social participation. The foundation is to cultivate professional social workers, Promote the localization and normalization of social work; the key is to correctly analyze the rural public service environment in ethnic areas and improve the capacity and level of public services; and the guarantee is to continuously promote the construction of a legal system for specialized social workers and rural public services in ethnic minority areas.
