党的十一届三中全会以来,特别是《党政领导干部选拔任用工作暂行条例》颁布实施之后,各级党委和组织部门在干部工作中坚持群众路线,认真贯彻群众公认原则,总结探索了民主推荐、民主选举、民主测评、公开选拔、公开招聘、“一推双考”等一系列群众参与干部工作的方式方法,取得了明显成效。但是,在贯彻群众公认原则的过程中仍然存在不少亟待解决的问题,有的还比较突出。如少数领导干部贯彻执行群众公认原则的意识不强,担心群众过多地参与干部工作会影响和干扰党委的决策,不愿或操纵
