本文的目的是给当局通过预防外伤而减少医疗开支提供参考．方法之一是如何以事例说明预防外伤可节约开支的合理化,并以此宜接影响卫生政策．
The purpose of this paper is to provide a reference for authorities to reduce medical expenses by preventing trauma. One of the methods is how to use examples to illustrate the rationalization of the prevention of traumatic injuries and to better influence health policies.
