一、师资队伍的建设建设一支既有一定数量,又有一定质量的师资队伍,是在我国高校普遍开展情报用户教育,帮助用户提高情报意识和掌握检索技能的关键。1981年教育部颁发了《高等学校图书馆工作条例》,正式提出开展情报用户教育是高校图书馆工作任务之一,是年成立的全国高校图书馆工作委员会最初的几项工作之一就是用户教育师资队伍的建设。
