1931年11月7日,中华苏维埃共和国临时中央政府在江西瑞金成立。苏维埃中央政府十分重视依靠群众的力量来克服政府中的不廉洁行为。1933年12月15日,中央执行委员会下发了由主席毛泽东、副主席项英签发的《关于惩治贪污浪费行为》的第26号训令。这是我党历史上颁布的第一个反腐法令。训令的颁布,对腐败分子产生了巨大的威慑作用,也使苏区的反腐败斗争有法可依。《训令》的珍贵文献原稿保存在福建省上杭县才溪纪念馆里。全文辑录如下:
November 7, 1931, the temporary Central Government of the Chinese Soviet Republic was established in Ruijin, Jiangxi Province. The Central Government of Soviets places great importance on relying on the power of the masses to overcome the non-corruption in the government. On December 15, 1933, the Central Executive Committee issued Order No. 26 on “Punishment of Corruption and Waste” issued by Chairman Mao Zedong and Vice Chairman Xiang Ying. This is the first anti-corruption decree enacted in the history of our party. The promulgation of the decree exerted a tremendous deterrent effect on the corrupt elements and also allowed the anti-corruption struggle in the Soviet Area to be governed by the law.
