Recently, the Australian government plans to implement new decrees to prevent more shipwrecks and protect the Great Barrier Reef. In November 2000, a 21,000-tonne Malaysian cargo ship loaded with crude oil and dangerous goods ran aground 50 kilometers east of Cairns, a seaport in the State of Queensland, Australia, raising concerns about the government’s environmental and security concerns. To prevent more shipwreck incidents, the Australian government proposed to implement the new decree will force more vessels sailing through the Great Barrier Reef to accept pilotage of the local pilots.
