关于恢复我国在关贸总协定缔约国地位的谈判历经8年,步履维艰,主要障碍来自美国。美国强调“中国复关必须建立在良好的商业利益基础上”,我们则认为中国能否复关成为WTO的创始成员国,关键要看美国的政治意愿。
After eight years of negotiations on the restoration of China’s status as a signatory to the GATT, the main obstacle came from the United States. The United States emphasizes that “China’s re-establishment must be based on good commercial interests.” We think that whether or not China can become a founding member of the WTO depends on the political will of the United States.
