县级行政隶属关系变更这一研究主题是在近年来在理论和实务界广泛存在的省直管县和市管县争论的基础上提出的,具有重要意义。这两种隶属模式不存在本质的孰优孰劣的差别,只是在不同的经济发展水平、政治发展水平、地方文化等影响下产生不同的制度效果。从经济发展水平来看,市县的经济联系是一个重要的影响因素。市县经济联系可以分为经济集聚、经济均衡、经济离散和经济辐散,不同的联系对应着不同的隶属关系变更模式。这是分析省直管县的经济条件、评价省直管县效用的作用维度。
The theme of the research on the change of the administrative affiliation at the county level has been proposed on the basis of the controversy over the provincial administrative counties and the county cities where there is a widespread theory and practice in recent years. These two subordinate modes do not have the inherent difference between the best and the worse, but have different institutional effects under the influence of different levels of economic development, political development and local culture. Economic development from the point of view, the economic ties between counties is an important factor. City-county economic relations can be divided into economic agglomeration, economic equilibrium, economic divergence and economic divergence, and the different relations correspond to different modes of affiliation change.
