西方国家的文官制度改革是新公共管理改革的一部分,它在许多方面反映了新公共管理改革的特点。但其以市场化和企业化为取向的改革举措在顺应新的公共管理模式的同时,也带来了自身的问题。文官制度未来还会不断调适,为适应管理模式创新,它必须关注结构和行政价值层面的改革,完成从传统行政文化到新的行政文化的转化。
The reform of the civil service system in western countries is part of the reform of the new public administration and in many ways reflects the characteristics of the reform of the new public administration. However, its market-oriented and entrepreneurial-oriented reform measures have brought their own problems while complying with the new mode of public administration.
