俄、韩、印三个不同类型国家编制了特色鲜明的中长期经济社会发展规划,在经济、科技、社会领域内尤其是经济发展的理念、科技创新重点、重视公民自身的发展等,以及一些对策措施方面,进行了探索和创新,值得我国“十二五”规划借鉴。这些规划的内容选择、内容组织方式、规划内容与财政预算配合,为进一步完善我国“十二五”规划带来了新启示。
