The State Council and the State Administration of Work Safety promulgated Regulations on Safety Production Permit No. 8 and Decree No. 379 respectively promulgating the Measures for the Implementation of the Safe Production Permission for Coal Mine and required all coal mining enterprises in the country to implement a safety production permit system. This not only can regulate government administrative acts, implement the “Administrative Licensing Law of the People’s Republic of China”, but also enable national coal mining enterprises to deeply understand the importance of safe production,
