江泽民同志在“七一”讲话中,就如何按照“三个代表”要求,加强和改进党的建设,提出了五个方面的发展目标,并进一步强调:“贯彻‘三个代表’要求,我们必须坚持民主集中制,建立健全科学的领导体制和工作机制,充分发扬党内民主,坚决维护党的集中统一,保持并不断增强党的活力。”
