过去十几年间,中国“土地财政”问题已经成为一个非常重要的现实问题。住房市场化为“土地财政”奠定了基础,过去30年的快速工业化和城镇化带来了土地需求的迅速增长,带动了土地出让收入的快速增长,是引发土地财政的源泉。政绩考核制度和分税制财政体制加剧了地方政府通过土地财政获取财力的动机。“土地财政”是与中国工业化和城镇化的发展阶段相伴而生的。一旦工业化和城镇化进入更加成熟的阶段,“土地财政”将难以持续。
Over the past decade or so, the issue of “land finance” in China has become a very important practical issue. The housing market has laid the foundation for “land finance”. The rapid industrialization and urbanization in the past 30 years have brought the rapid growth of land demand and driven the rapid growth of land transfer revenue, which is the source of land finance. The performance appraisal system and the tax-sharing system have exacerbated the motivation of local governments to obtain financial resources through land finance. “Land Finance ” is accompanied by the stage of development of China’s industrialization and urbanization. Once industrialization and urbanization are entering a more mature phase, land finance will be unsustainable.
