1999年,吉林石油集团有限责任公司 (下称吉油集团公司)处在发展的最低谷时期。上一年刚从省属企业划归中国石油系统,接着就碰上了重组改制,优良资产被拿出去上市,留给吉油集团公司的是 5万多名职工、14亿元的闲置资产、67％的资产负债率。技术水平落后、经营形势严峻、历史包袱沉重等诸多问题,此时全都凸显出来, 把这家有着44年历史的老国企压得透不过
In 1999, Jilin Petroleum Group Co., Ltd. (hereinafter referred to as the “JiYou Group Co., Ltd.”) was in its lowest period of development. In the previous year, it was just transferred from the provincial enterprises to the Chinese petroleum system. Then it ran into restructuring and reorganization. The fine assets were put on the market. More than 50,000 workers and about 1.4 billion idle assets were left for the JiYou Group Company , 67% debt ratio. The technical level is lagging behind, the business situation is grim, heavy historical burden and many other issues, all of this highlights at this time, this 44-year-old old state-owned enterprise can not be thoroughly obstructed
