随着我国工业化和城市化进程的迅速发展,城市基础设施建设的需求也日益增长.然而,基础设施项目建设的政府投资有限,需要通过贷款、社会投资等方式筹资解决.与此同时,我国民间散落着大量资本,这就使得基础设施建设项目与民间资本之间有了联系的客观条件.BT融资模式即是在此种背景下产生的一种新型投融资方式,它能大大降低政府在城市化建设中的风险,帮助一些经济相对落后、财政力量较为薄弱的地区短期内运用民间资本快速发展城市化建设.所以,因此从本质上讲,BT模式项目建设过程也是一种政府融资过程.尽管BT模式项目发起人代表政府,政府的公信力和信誉相对来说都比较高,但从现实状况看,不少BT项目投资人遭遇或者面临着较大的政府回购风险.
