中共中央办公厅和国家档案局在四月七日至十六日于北京分別召开了各省、市、自治区党的和国家机关的档案工作会議。出席这次会議的有各省、市、自治区党委和人委办公厅主任、档案处長、秘書处長和档案科長等七十八人。会議着重討論和明确了档案工作能否躍进,如何躍进等問題。会議認为要躍进就必須發揮独創精神,明确服务观点和工作方針。这兩个会議,一致認为档案工作必須为社会主义革命和社会主义建設全面大躍进服务,也就是为技术革命和文化革命服务,为科学研究工作服务,为本單位的生产和工作服务;也明确了当前的档案工作方針是以多快好省地开展对档案資料的利用工作为綱,帶动和促进档
