中央人民政府政務院十月十五日以(53)政祕字第二二七號命令發出爲了厲行增産節約,發揚艱苦樸素的優良作風,以便加强和集中力量順利地實現國家建設計劃起見,茲特規定:今後各級政府、軍隊、黨派、團體各系統的任何負責人員,凡赴各地視察、參觀、休養或旅行時,當地負責人員一律不許接送、宴會和送禮。當他們在某地停留時,除因視察工作须有當地有關人員隨同前往外,一般參觀遊覽可由招待人員引導,無須當地負責人員陪同前往;各系統的負責人員亦不得向當地負責人員作上述
