中国汽车市场的成长与崛起离不开政府政策的支持,从企业角度看,大部分或者说重量级的企业都是国有企业,他们无一不是中央政府或者地方政府的财税大户,即使是民营企业的发展,仍然需要看政策的脸色行事。因此,要认清今天的中国汽车自主品牌发展路线,必须对上世纪70年代改革开放以来,特别是最近十年来中国汽车产业发展政策,进行恰当准确的分析。中国政府的汽车政策,最重要的莫过于汽车产业发展政策了。中国最早的正式的汽车产业政策是1994年版的《汽车工业发展政策》。从当时的政策名称来看,政策的关注点基本还是把汽车作为工业的一部分来对待。直到2004年,政府出台了《汽车产业发展政策》,这是政府支持汽车产业的巨大进步。
