In 1991, it was the first year for China’s economic development and for its reform and opening up. It was the first year in the implementation of the Eighth Five-Year Plan and the first “quality, variety and benefit year” in China decided by the State Council. The Proposal of the Central Committee of the Communist Party of China on Formulating the 10th Five-Year Plan for National Economic and Social Development and the “Eighth Five-Year Plan” reviewed and adopted by the 7th Plenary Session of the 13th CPC Central Committee put forward the basic requirements for realizing the second-phase strategic goal and pointed out that in the next ten Year and “eight five” period of economic construction focus and guidelines. In the next 10 years of planning and the “Eighth Five-Year Plan” of our country, we must increase our economy
