河北省邢台地区水利学会理事长杜立章同志要求水利科技工作者把科研与生产结合起来,并根据该地区特点提出10个课题:缓解该区水利工程老化的有效途径;水资源缺乏的对策;水利工程设施的自我维持和发展;多方集资投劳和建立水利发展基金的研究;水旱灾害对该区发展的影响及减灾措施;建立防洪基金防洪保险及受益单位收取保险费的研究;水利工程建设与管理引入竞争经验总结;水利基层队伍现状及稳定措施;依靠水利劳动积累工搞好水利建设与管理;水利规划设计如何作到节资长效便于管理和应用。
