甘南县位于黑龙江省西部风沙干旱区,冬季由于在强大的西伯利亚高压前部,西北风多,严寒少雪,气候干燥;春季多受蒙古低压东移影响,风大雨少,易发生干旱,年平均降雨量少,平均降雨量只有450mm左右,且季节分布不均匀,多集中在6-8月份。造成干旱是影响甘南县农业生产的自然灾害之一。由于降水少,蒸发量大,干旱成灾的年份占63.7%,其中春旱出现的频率高达83.2%,夏旱占43.1%,秋旱达31.4%。致使农业生产出现单产低,总产不稳,生产成本高的现象。因此,多年来甘南县一直把解决干旱作为农业生产上的一项重要任务来抓。
