EPC总承包模式下承包人获得了最大限度的项目控制权,但是建设项目质量风险的最终承担人依然是业主,因此业主需要对工程质量进行管控。首先,从总承包示范合同文本入手,根据合同文本中规定的业主质量管理权利,将业主质量控制模式划分为强管控模式和弱管控模式;其次,从项目类型、项目融资情况和地下隐蔽工程情况讨论不同控制模式的适用范围;最后,分析不同控制模式下的质量控制要点,为业主进行质量管控提供参考。
