“十五”期间,铁道科学研究院基本建立了企业管理制度和运行机制,围绕提速、重载、安全、信息化、客运专线、青藏铁路建设等重点领域完成了大量的科技攻关和试验,并承担了铁路主要技术政策、技规、京沪高速铁路设计暂规等重要技术文件的编写,在机车车辆、信息工程、土木工程等领域成果转化取得突破。“十一五”期间,铁道科学研究院要按照“稳住一头、放开一片”的工作方针,提升行业服务和自主创新能力,加快科技成果转化,提高试验手段和装备水平,在人才队伍建设方面实施并完成“1350”建设工程,实现企业经营收入的快速增长。2006年是“十一五”开局之年,要对铁道科学研究院科研管理体系进行调整,主动围绕铁路跨越式发展要求开展科技攻关,围绕客运专线建设,做好系统集成和先进技术引进消化吸收等工作,完成铁道科学研究院“十一五”各项规划的编制,完善、加强财务及无形资产的管理以及经营状况分析,推进技术创新基地建设,形成规范化、规模化的技术成果转化能力。
