“综合治理”作为《安全生产法》第三条规定的“八字方针”的补充,已经写进十届全国人大第五次会议通过的《政府工作报告》和国家生产安全监管部门的多个规范性文件里,即“安全第一,预防为主,综合治理”。目前,这已经成为一项着力推进的社会实践。但是,“综合治理”的内涵是什么,由谁来治理,是治理显性的生产安全问题,还是治理存在于社会各方面的隐性的影响生产安全的问题,至今未见理论阐述,业内人士亦各存已见。尤其应该注意的是,这项社会实践已经展开,而相应理论尚未跟上,这在知识经济时代是不可思议的。因此,笔者以为有必要对“综合治理”进行探讨,建议科研机构立题研究,尽快形成有指导意义的行政科学理论,帮助人们走出现实迷津,在实践中有效促进生产安全。
As an addition to the “eight principles” stipulated in Article 3 of the “Law on Work Safety,” “comprehensive management” has been written into the “Report on the Work of the Government” and the Several Specifications of the State Production Safety Regulatory Department adopted by the Tenth National People’s Congress Sexual documents, that is, “safety first, prevention first, comprehensive management.” At present, this has become an effort to promote social practice. However, what is the connotation of “integrated management”, who controls it, whether it is the dominant problem of production safety or whether it is a hidden problem that affects the production safety that exists in all aspects of society. So far no theoretical explanation has been given. Insiders Have also seen each other. In particular, it should be noted that this social practice has started and the corresponding theory has not yet been followed, which is inconceivable in the age of knowledge-based economy. Therefore, I think it is necessary to discuss “comprehensive management”, suggest that the research institutes legislation research, as soon as possible to form a guiding theory of administrative science to help people out of the real world, in practice effectively promote production safety.
